This is a simple yet very elegant card where the Stampin' Up! Floral Frames Framelits Gets Tulled! The video tutorial found at the end of this post will show how to make it in detail.
The flower is made with the Cherry Cobbler Core'dinations Card Stock. The card stock is run through the Big Shot twice, first with the Floral Frames Framelits, using three of the five frames in the set, and then again with the VIntage Wallpaper Folder. All three of the flower pieces can be put through the folder together. Next, using the Stampin' Sanding System, the flowers are sanded to give a two tone color effect. (The blog post right before this one shows another card using the Core'dinations Card Stock, so be sure to check that out if you haven't already. You will love this card sock!)
The 3 1/2" Cherry Cobbler Tulle Ribbon is added between each layer of the flower. I just cut circles from the tulle, and after attaching all the pieces with an Antique Brad, I trimmed the tulle to the size I wanted. Each flower turns out different this way and that the fun thing about creating by hand! The final step for the flower is the turn up the edges of the petals to give a little extra dimension.
As for the background……if you are one of those people who don't like to do a lot of cutting for your card pieces, this is for you! I used the Festival of Prints Designer Series Paper Stack and just cut a piece of that in half! What a useful size it makes! The Paper Stack had 48 sheets, four each of 12 double-sided designs, and each would be beautiful as a card layer! It has a great combination of colors including, in addition to Cherry Cobbler, Crumb Cake, Island Indigo, Lucky Limeade, and Early Espresso.

I can think of lots of other uses for this flower accent besides on a card like this. How about on a gift package instead of a bow, or on a special scrap book page or wall decoration? Or at place settings for a party? I'm sure you can think of many more.
